Opposition admits blame for Thaçi government’s long life (Koha Ditore)
Koha Ditore reports on the front page that at the end of the spring session of the Kosovo Assembly, the ruling coalition is left with only 59 faithful MPs. The Thaçi government is left to hope that the opposition will not join forces, otherwise it will have a difficult time governing the country until the end of its mandate. Opposition parliamentary groups have only 51 MPs. Together with MPs that don’t have parliamentary groups and some revolted MPs from the ruling coalition, however, they can form a majority in Parliament. There are already 10 MPs that don’t have parliamentary groups.

“If the opposition had been unified, this government would have had a much shorter mandate,” said AAK MP Donika Kada-Bujupi. “The resignation of this government would be good news for Kosovo. I blame our parliamentary group too for the fact that there is still no good news. But we will bring this good news for Kosovo once our leader Ramush Haradinaj returns and we will enter the autumn session [of the assembly] with a new agenda for Kosovo.”

On the same issue, LDK MP Lutfi Haziri told the paper: “It is very seldom in other countries for political minorities to govern with stability”. Haziri too blames the opposition for the fact that a minority government continues to govern Kosovo. “The government of this political minority will depend completely on how much the opposition will be unified and strong,” Haziri added.

Ban: Balkans are important for the entire world (Epoka e Re)
Ahead of his visit to the Balkans, UN Secretary-General Ban Ki-moon is quoted as saying that the region has undergone substantial transformation and has an important role not only for Europe but the whole world. The paper writes that Ban will be the first senior official of United Nations to visit Kosovo since it declared independence in 2008. According to UN Spokesperson Martin Nesirky, the Secretary General will visit the UN mission in Kosovo and will meet President Atifete Jahjaga, Prime Minister Hashim Thaçi and Assembly Speaker Jakup Krasniqi. Ban also plans to visit the Deçan monastery and Prizren.

Issue of Albanians in Preshevo to be included in Ban’s agenda (Kosova Sot)
Representatives of Albanian community in Preshevo Valley have called on UN Secretary-General Ban Ki-moon to also visit them whilst on his Balkans tour. Analyst Refik Hasani said the community believes Ban should be acquainted with the discrimination they face from Serbian authorities.

Rohan: Decentralisation, minority communities now priority (Koha Ditore)
Former UN deputy special envoy for Kosovo status, Albert Rohan, said in an interview for Koha Ditore that there are three preconditions to resolving the situation in the north: border control, persecution of criminals in the north and Kosovo society reaching out to the population in the north. “Solution for the north can be found only based on the comprehensive status proposal,” he is quoted as saying.

He added that the focus should now shift to decentralisation and the full respect of the minority communities’ rights. “In this context, I strongly condemn repeated physical attacks on members of the Serb community, including those against returnees and visitors,” said Rohan.

Kurti: The government, a criminal structure (dailies)
Several dailies report that Vetëvendosje leader Albin Kurti accused the Kosovo Government on Sunday for mismanaging the country, for a childish position in face of international pressure, and for making compromises to the detriment of the country and its people.

“Their dirty deals are now very apparent. Never before did we have such unbelievable lies as we are seeing lately, from the so-called suicide of Dino Asanaj all the way up to the protection of Greek products. It has become very difficult to unmask the regime in Kosovo. Not because it has a big mask but because it has fallen off,” Kurti said during the fifth meeting of Vetëvendosje’s General Council.

Zëri quotes Kurti on the front page as saying that the government lied about the suicide of Dino Asanaj, former head of the Kosovo Privatization Agency.

Express reports that Kurti has called on the European Union to change its approach vis-à-vis Kosovo and no longer condition it into further talks with Serbia.

Salvation lies with internationals (Express)
Express reports in one of the front-page stories that the Kosovo Assembly is not expected to vote on constitutional amendments regarding the competencies and election of the President before the end of President Jahjaga’s mandate. Meanwhile, political parties are expecting assistance from internationals in order to continue with election reforms. Unnamed sources told the paper that the bigger parties, except Vetëvendosje, have requested the assistance of Quint ambassadors to push forward election reforms.

The Democratic League of Kosovo (LDK), the biggest opposition party, has already made it clear that it will not vote on constitutional amendments that will further strengthen the role of the current president.

Express recalls that the blockade in constitutional and legal amendments came after a ruling by the Constitutional Court that turned down an article limiting the mandate of the President.

An international official involved in the process of election and constitutional reforms told the paper that eventually all parties will agree that the ruling of the Constitutional Court must be respected. “Depending on the positions of parties, we will be ready to facilitate the continuation of election and constitutional reforms. The debate over the president’s mandate will be over by that time,” he added.

Pantic: Nikolic has a plan for Kosovo (dailies)
Illegal mayor of Mitrovica north and member of the Serbian Progressive Party, Krstimir Pantic, said his party has a plan for Kosovo but will not disclose it until a consensus between all political parties is reached. Pantic told Serbian media that since being elected, Serbia’s new President Tomislav Nikolic has discussed Kosovo in all meetings he had with international officials. “There is a plan for Kosovo but Nikolic has said he will not make it public without reaching a broad consensus from all political actors in Serbia,” Pantic said.

Serbian Ministry for Kosovo to be shut down? (dailies)
Several dailies report that Serbia’s Prime Minister-designate Ivica Dacic has indicated that the Serbian Government’s Ministry for Kosovo could be shut down. Dacic said a decision on the matter would be made soon after the need for such a ministry is reviewed.

“There are different opinions if there is really a need to have a special ministry for Kosovo, because now every ministry is handling the Kosovo problem and there is no need to say that the province is part of Serbia,” Dacic told reporters in Belgrade.

Hoxhaj: Intervene in Syria (dailies)
Kosovo’s Foreign Minister Enver Hoxhaj has condemned the bloody campaign of Assad’s regime against the people of Syria, where violence recently escalated with the latest massacre in the province of Hama, killing over 200 people. Hoxhaj said Syria cannot be a peaceful, stabile, and democratic nation until Assad leaves the country. He called on the international community to intervene in order to stop the bloodshed and help launch the process of the democratization of Syria.

Gërxhaliu: Prime Minister to lift cement tax measure (Zëri)
Head of the Kosovo Chamber of Commerce Safet Gërxhaliu said that since the members of the Assembly failed to agree on removing the tax on cement import, this should nevertheless be done very soon by Prime Minister Hashim Thaçi. Gërxhaliu said Thaçi should immediately lift the measure as there is an increased demand for cement during the summer months.
