The Government of Albania has applied for a credit from the International  Bank for reconstruction and Development (IBRD), in the amount of Euro  29.3 million (approximate), towards the cost of Citizen Centric Social Delivery Project (ISDA), and it intends to apply the proceeds of this loan to the payments for goods, works, related services and consulting services to be procured under this project.
Procurement of contracts financed by the Loan will be conducted through the procedures specified in the World Bank's Guidelines: Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011, revised July 2014 (Procurement Guidelines), and is open to all the bidders from eligible source countries as defined in the guidelines. The provisions of paragraphs 2.55 and 2.56 of the Procurement Guidelines, providing for domestic preference in the evaluation of bids, shall not apply to the goods manufactured in the territory of Albania and the works to be carried out by the domestic contractors through International Competitive Bidding. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011, revised July 2014 (Consultant Guidelines).
Under this project will be procured:  goods, civil works and consulting services contracts.
