Thaçi on talks with Dacic (Koha Ditore – front page)
According to Kosovo Prime Minister Hashim Thaçi, Kosovo’s status will not be part of talks held in Brussels on Wednesday with Serbian PM Ivica Dacic. “Talks will focus on implementing achieved agreements”, said Thaçi in a press conference following a meeting with Croatian Prime Minister Zoran Milanovic in Zagreb.

The day before meeting the Serbian Prime Minister, Thaçi indicated that the Kosovar side does not welcome Dacic’s plan for northern Kosovo, which proposes a special status. Thaçi discussed the requests for the Serbian side, which include: the implementation of technical agreements and the removal of parallel security structures, revealing the fate of more than 1,800 persons.

IBM on the table (Express – page 4)
Prime ministers from Kosovo and Serbia are expected to meet again in Brussels following European Baroness Catherine Ashton’s invitation. Before this meeting, which will be the second time in a few weeks, both Prime Ministers differ on their stance to normalize relations.

Except for issues that PM Thaçi stated should be on the discussion table, Express reports that he will introduce the issue of Integrated Border Management (IBM). “There will be discussions on how to reach the implementation in practice,” said a source, adding that Baroness Ashton is also expected to come up with a list of issues to be discussed between Pristina and Belgrade.

Vetëvendosje criticizes Jahjaga for bias, lack of unity (dailies)
The Vetëvendosje Movement sent an open letter to Kosovo President Atifete Jahjaga reacting against her statement on the Movement’s recent protest and certain actions of hers that they claim are anti-constitutional.

In a statement to media, Jahjaga allegedly accused Vetëvendosje of manipulating the masses. Vetëvendosje claims that the statement is disconcerting because it is the stance of the President of Kosovo, not her personal view.

“As a president that emerged from an envelope, we expected you to balance the initial sin in your subsequent activity, that you would show more respect for institutional spirit, the constitution, regulations and laws,” reads the letter.

Zbogar, Kurti discuss dialogue (dailies)
EU Special Representative to Kosovo Samuel Zbogar met yesterday with the leader of Vetëvendosje Movement, Albin Kurti, to discuss the political dialogue between Kosovo and Serbia.

“Only treating Kosovo as an independent, sovereign, and equal state - not as a special case - guarantees fair and sustainable solutions for Kosovo-Serbia relations,” said Kurti. According to a Vetëvendosje press release, there can be no institutional and social integration of the Serb community in Kosovo without fighting Serbia’s illegal structures in Kosovo.

PDK steps up pressure (Zëri – front page)
An internal campaign has begun in the Democratic Party of Kosovo where blackmail is seen as a force for domination. Sources inside the party said that certain influential party members have instructed other members how to vote in the upcoming elections, who to support, and who not to advance any further in the party hierarchy. “They told us who to vote for and in fact they warned us that if these people don’t win we will all be sanctioned,” the source revealed.

Memorandum on +355 prefix (Kosova Sot – page 6)
Kosovo and Albania officials, Besim Beqaj and Genc Pollo, are negotiating for Kosovo to use Albania’s telephone prefix. “Apart from agreeing to cooperate in the field of information and communication technology, the meeting focused on the issue of the telephone code and the possibilities for the use of Albania’s telephone code,” said Agim Kukaj from the Kosovo’s Ministry of Economic Development.

“Obstacles from Serbia are constant but the readiness of ITU to agree for Kosovo to use the Albanian code should be put to the test,” added Kukaj, who stressed that Kosovo so far has been using codes of several foreign countries.

Gërmia Hill II (Express – page 5)
The second international Gërmia Hill conference will be held from 8 until 10 November 2012 in Pristina. The Gërmia Hill conference is organized by the European Council for Foreign Affairs and the Ministry for Foreign Affairs of the Republic of Kosovo.

According to a press communiqué of the Foreign Ministry of Kosovo, the most prestigious foreign affairs organizations around the world - Atlantic Council, Hoover Institute, Brookings Institutions, Transatlantic Institute, ICG, SAIS, Chatham House and CSE - will participate.

“Over 100 diplomats, editors, experts of foreign policy from Europe, the United States of America and Africa, will meet at the second Gërmia Hill conference to discuss the issue of “The Future of Trans-Atlantic Relations: Southeastern Europe and beyond,” stated the Ministry.

Florin Krasniqi accuses U.S State Department (Epoka e Re – front page)
Vetëvendosje deputy Florin Krasniqi said that their representatives were not insulted that U.S Secretary of State Hillary Clinton did not meet with them during her visit in Kosovo. He accused the U.S State Department of supporting corrupted criminals and government worldwide. “As an American citizen, I am unhappy with the way the U.S State Department is supporting corrupted power in Kosovo,” said Krasniqi.
