INVITATION FOR PREQUALIFICATION
for Double Circuit OHL Tirana 2 - Rrashbull and 110 kV Tirana Ring,
 BMZ-Nr. 2011.66.388
 
1.    The Operatori I Sistemit të Transmetimit (OST sh.a), in Albania, will use funds provided by KfW within the scope of German Financial Co-operation towards financing the implementation of the project
 
Energy Efficiency - Sector Program Electricity Transmission: Double Circuit OHL Tirana 2 - Rrashbull and 110 kV Tirana Ring
 
The objective of the project is to increase of the transmission capacity in Albania - in particular in the urban hinterland of Tirana and Rrashbull - and to enhance the security and quality of energy supplies in the Albanian transmission system. The project will ensure the redundancy (n-1 criteria) of the transmission system Tirana Ring, the Tirana region, Rrashbull and Fier in the future. By this, the security of energy supply will be enhanced and the vulnerability during extreme weather conditions will be reduced.
 
The overall project includes the following two components:
 
I.Construction of a new 220 kV double circuit overhead line Tirana - Rrashbull between the substations Tirana 2 and Rrashbull. Included in component I are the extension of the substation Tirana 2 (with one new 220 kV line bay) and the extension and reinforcement of substation Rrashbull (with one new 220 kV line bay and replacement of the existing two 220/110 kV power transformers).
 
II.Extension of the 110 kV transmission network in Tirana area "110 kV Tirana Ring".
This covers the construction/reinforcement of the transmission lines Tirana 1 - Traktori - Tirana 3, Tirana 3 - Selita and Tirana 3 - Existing T-off to Farka. The sections of the transmission lines crossing densely populated areas (1 km towards Selita substation and 6 km near Traktori substation) will be executed as underground cables. Also included is the construction of the new 400/110 kV substation Tirana 3 and the loop-in/-out of the existing 400 kV transmission line Tirana - Elbasan.
 
The relevant contracts will be separated in two (2) lots:
 
Lot 1: Substations
 
and
 
Lot 2: Overhead Lines and Underground Cable Sections
 
2.    OST sh.a, hereinafter referred to as “the Employer”, intends using the funds from the KfW Development Bank, hereinafter referred to as “the Bank”, towards the cost of the following lot and prequalifying firms/joint ventures to bid for it:
 
Double Circuit OHL Tirana 2 - Rrashbull and 110 kV Tirana Ring project
Lot 2: Overhead Lines and Underground Cable Sections
 
The Prequalification process will be carried out as outlined in the KfW Guidelines “Procurement of Goods, Works and associated Services in Financial Cooperation with Partner Countries”, August 2016.
 
The contract scope includes design, engineering, manufacturing, transportation to site, unloading, temporary storage, installation and commissioning of transmission lines (overhead lines and underground cable sections), all works on the respective locations, as well as obtaining necessary permits for construction and commissioning, on a turnkey basis, for:
 

• Construction of D/C OHL Tirana 2 - Rrashbull with an approximate length of 19.5 km. The towers shall be suitable for a D/C 400 kV line but both circuits shall bear insulators and conductors for 220 kV (during the tender stage, stringing one of the circuits for 400 kV shall be considered, in any case both circuits shall be initially operated at 220 kV).

 

• 110 kV Tirana Ring (Tirana 1-Traktori-Tirana 3, Tirana 3-Selita, Tirana 3-Farka), comprising:
  1. 110 kV S/C OHL Selita - Tirana 3 with an approximate length of 4.6 km, plus an underground 110 kV cable section of 0.9 km (plus works in Selita for the termination of the cable)
  2. 110 kV S/C OHL Tirana 3 - Traktori with an approximate length of 9.5 km, plus an underground 110 kV cable section of 0.25 km (plus works in Traktori for the termination of the cable)
  3. 110 kV S/C OHL Tirana 3 - Existing T-off to Farka, with an approximate length of 3.3 km plus installation of OPGW on the existing line section from existing T-off to Farka up to Farka substation (approx. 1.23 km).
  4. An underground 110 kV cable connection between substation Tirana 1 and substation Traktori, with an approximate length of 5.9 km (plus works in Tirana 1 and Traktori for the termination of the cable).

 

• A loop-in/-out of an existing 400 kV OHL (Tirana 2 - Elbasan) to the new substation (under Lot 1) Tirana 3

 
3.    The Invitation for Bids is expected to be made in calendar week 49 of 2016.
 
4.    Prequalification and bidding processes for contracts to be financed with the proceeds of funds from the Bank are governed by the eligibility rules and procedures of KfW.
 
5.    Applicants have to furnish, as part of their application, documentary evidence establishing their qualifications to perform the contract if their bid is accepted.

7.    To purchase the Prequalification Document eligible Applicants should:

• Write to the above mentioned address requesting the Prequalification Document. This request must be accompanied by a cover letter, clearly stating the name of the company and the country of domicile.
• Pay a non-refundable fee of EUR 200.
• Upon request, the documents will be promptly dispatched by courier, but no liability can be accepted for loss or late delivery.

 
8.    The Applications for Prequalification (in accordance with the instructions of the Prequalification Document) shall be delivered on the above mentioned address, on or before 25 January 2017, 12:00 P.M. CET.
 
9.    No liability can be accepted for any costs or expenses incurred by the Applicants in connection with the preparation or delivery of their Applications.
 
10.    The Employer will notify all Applicants in writing of the names of those Applicants who have been prequalified.
