The Government of Albania (GoA) has received a loan in the amount of 62.5 million Euros financing from the World Bank towards the proposed Albania Water Sector Investment Project (AWSIP), and intends to apply part of the proceeds for consulting services.
 
The consulting services (“the Services”) include
  • Support the Project Implementation Unit (PIU) of the WSIP project by providing technical guidance on the management of the works, goods and consultancy services contracts, that are defined in the project procurement plan, approved by the World Bank;
                                
To achieve the Consultancy’s objective, the Consultant shall, among other things:
During the prequalification process
  • Provide technical support to the PIU in the preparation of responses to requests from interested companies, as well as possible technical amendments to the prequalification and bidding documents.  
During the bidding process for all work contracts
  • Review the bidding documents (technical specifications part) and any other relevant document, and provide suggestions and feedback to the PIU as needed, including on the cost estimate.
  • Provide technical support to the PIU in addressing World Bank comments on the technical specifications of the bidding documents
  • Provide technical support to the PIU in the preparation of responses to requests from prequalified companies, as well as possible amendments to the bidding documents.
In support to the selection of all the consultants
  • Provide advice to the preparation of the Request for Proposal (specially on the Terms of Reference) in agreement with World Bank requirements, including on the cost estimate, and addressing any comment by the World Bank
  • Provide technical support in the preparation of the technical evaluation reports, as well as addressing any comment by the World Bank;
The PMTA will also, in close collaboration with the PIU Director:
  • Review that all the proposed purchases are eligible for financing under the Credit/Loan;
  • Review all consultant outputs and provide draft written comments to the PIU Director on them relating to works/goods contracts and consultant services on water/sanitation design and construction works;
  • Build procurement capacity in the PIU/GDWS through hands-on training;
  • Assist PIU/GDWS in setting up a record keeping system for all contracts including advertisements, BDs, “no objections”, Bid Evaluation Reports (BERs), contracts, variation orders, amendments, etc.;
  • Assist the PIU/GDWS in contract management and administration of all signed Contracts under the credits;
The Consultant is expected provide the services for a period of one year. The total time required is estimated to 120 working days; however only time effectively spent will be paid. The consultancy can be extended based on performance and the need to perform additional tasks.
 
Interested Consultants must provide information indicating that they are qualified to perform the services as CV’s, Description of similar assignments, experience in similar conditions, availability of appropriate skills.
 
The Water PIU in the Ministry of Transport and Infrastructure now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:
 
The consultant should have:
  • A professional degree on civil engineering or similar with a master degree on sanitary engineering, hydraulic engineering, or equivalent.
  • More than 15 years of experience working in the infrastructure sector and considerable technical experience with the World Bank  large investments in different countries. The experience in Albania would be preferable.
  • The consultant should be proficient in English.
 
The attention of interested Consultants is drawn to paragraph 1.9 and 1.11of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (“Consultant Guidelines” dated January 2011), setting forth the World Bank’s policy on conflict of interest and eligibility.

Bank policy requires that consultants provide professional, objective, and impartial advice and at all times hold the client’s interests paramount, without any consideration for future work, and that in providing advice they avoid conflicts with other assignments and their own corporate interests. Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interest of the Borrower
An Individual Consultant will be selected in accordance with the IC (Individual Consultant) method set out in the Consultant Guidelines.
