Purpose of the position:
Ministry Quality Department in WV Albania & Kosovo is looking for a Design Monitoring and Evaluation Officer for South Zonal Office located in Elbasan to support and contribute to our programs effectiveness, quality and accountability. As part of the Ministry Quality team, this position ensures: (a) Integration of the Design, Monitoring & Evaluation (DME) framework and policy with other initiatives and/or across programs; (b) Capacity building of Zonal Office and Program/field staff in DME; (c) Impact measurement through assessment, monitoring, evaluation and reflection.
Major Responsibilities:
1. In collaboration with program staff, ensure that projects and programs are designed with logical and meaningful goals, outcomes, outputs and indicators
2. Ensure that all the projects and programs have and follow M&E plans
3. In collaboration with program staff, ensure regular monitoring (collecting and collating data) and analysis of findings, which are later to be provided to the management team
4. In collaboration with other program departments design, maintain and improve the organizations National Monitoring System in Albania and Kosovo
5. Coordinate zonal program teams to revise all reports and provide feedback from the program quality perspective, including reporting against indicators
6. Coordinate the process of baseline measurements and provide support for developing the methodology and report writing
7. Coordinate the evaluation process and provide support for developing the methodology and report writing
8. Provide training to World Vision Field and Zonal staff on Design, Monitoring and Evaluation issues as needed
Requirements and Qualifications:
1. Bachelors in Social Science or other relevant field (Master’s Degree preferred)
2. Two years field experience in program/project development, implementation, DME, reporting and capacity building (preferred)
3. Previous experience with quantitative & qualitative methods (including developing DME tools)
4. Effective in written and oral communication
5. Knowledge of written and spoken English is required
6. Computer proficiency in word processing, Power Point, database, spreadsheet and graphics presentations (including one or more of the following programs: Epi Info, SPSS, Excel, Access) and other internet applications
