Sali Berisha lied to the international community when he declared that the Albanian government had granted 138 licenses for cannabis before the electoral campaign. Not only has no license been granted, but the process has not even started. Contrary to what Berisha claims, the 138 are only cadastral areas where industrial cannabis can be cultivated, which has nothing to do with the psychotropic plant.
