Albania Water Sector Investment Project: Request for expressions of interest

REQUEST FOR EXPRESSIONS OF INTEREST
(INDIVIDUAL CONSULTANT SERVICES)

The Government of Albania (GoA) has received a loan in the amount of 62.5 million Euros financing from the World Bank towards the proposed Albania Water Sector Investment Project (AWSIP), and intends to apply part of the proceeds for consulting services.
 
The consulting services (“the Services”) include
  • Support the Evaluation Committee and the Project Implementation Unit (PIU) of the WSIP project by providing technical guidance on the procurement of the bulk water transmission line and water production wells;
 
To achieve the Consultancy’s objective, the Consultant shall, among other things:
During the prequalification process
  • Review the approved prequalification documents and familiarize him/her with the specific prequalification criteria.
  • Provide technical support to the PIU in the preparation of responses to requests from interested companies, as well as possible amendments to the prequalification documents.
  • Provide in-person support to the preparation of the prequalification report, in support to the evaluation committee.
  • Provide support to the evaluation committee in finalization of the evaluation report in accordance with requirements / comments of the World Bank.
During the bidding process
  • Review the bidding documents and any other relevant document, and provide suggestions and feedback to the PIU as needed, including on the cost estimate.
  • Provide support to the PIU in addressing World Bank comments on the bidding documents
  • Provide technical support to the PIU in the preparation of responses to requests from prequalified companies, as well as possible amendments to the bidding documents.
  • Provide in-person support to the preparation of the bid evaluation report, in support to the evaluation committee.
  • Provide support to the evaluation committee in finalization of the evaluation report in accordance with requirements / comments of the World Bank.
In support to the selection of the supervision consultant
  • Provide advice to the preparation of the Request for Proposal in agreement with World Bank requirements, including on the cost estimate, and addressing any comment by the World Bank
  • Provide support to the preparation of the short-list
  • Provide support to the evaluation committee in the preparation of the technical evaluation report, as well as addressing any comment by the World Bank
  • Provide advice to the PIU during the Contract Negotiations and the preparation of the draft contract, and addressing any comment by the World Bank;
 
The Consultant is expected provide the services for a period of one year. The total time required is estimated to 30 working days; however only time effectively spent will be paid. The consultancy can be extended based on performance and the need to perform additional tasks.
 
Interested Consultants must provide information indicating that they are qualified to perform the services as CV’s, Description of similar assignments, experience in similar conditions, availability of appropriate skills.
 
The Water PIU in the Ministry of Transport and Infrastructure now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:
 
The consultant should have:
  • A professional degree on civil engineering or similar with a master degree on sanitary engineering, hydraulic engineering, business administration or equivalent.
  • More than 15 years of experience working in the infrastructure sector and considerable experience with the procurement of large investments in different countries in the World using World Bank guidelines / procurement rules.
  • The consultant should be proficient in English.
  • The Consultant shall have no current or recent relation to any company, contractor or consultant susceptible to express interest in or bid for any of the processes for which he/she will provide support to the PIU and evaluation committee.
 
The attention of interested Consultants is drawn to paragraph 1.9 and 1.11of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (“Consultant Guidelines” dated January 2011), setting forth the World Bank’s policy on conflict of interest and eligibility.
In addition, please refer to the following specific information on conflict of interest related to this assignment:
Bank policy requires that consultants provide professional, objective, and impartial advice and at all times hold the client’s interests paramount, without any consideration for future work, and that in providing advice they avoid conflicts with other assignments and their own corporate interests. Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interest of the Borrower
An Individual Consultant will be selected in accordance with the IC (Individual Consultant) method set out in the Consultant Guidelines.
