Assignment Description: Albanian Development Fund (ADF) has received a grant from the Western Balkans Investment Framework to analyse tourism development potential and market demand in the Albanian Alps and prepare a suitable tourism development strategy. The fund will be managed from the Council of Europe Development Bank (CEB). ADF intends to apply this fund to payments under the contract to prepare a Master Plan and Feasibility Study for Communal Infrastructure Works in Albanian Alps Area.
The services objective is to provide a sustainable socio-economic development plan for the communities of the Albanian Alps with a population of around 35,000 inhabitants (about 9,750 families) spread in ten mountainous sparsely populated communes who rely on agricultural and livestock production. The limited economic activities available coupled with the poor state of the infrastructure in the Alps area constitute a major obstacle to the development of this region which is experiencing deteriorating social living conditions and a net emigration. The Government of Albania has recognized the need to promote sustainable socio-economic development of the communities of the region.
The development plan: a) will show the different options for financing the basic municipal infrastructures and services, the feasibility of each option and their risks and assumptions; b) will aim to demonstrate the viability and sustainability of the project based on the demand assessment for rural tourism: c) propose a marketing plan for developing a competitive tourism activity. These objectives are to be reached by through a process that will:
Assess the current situation and the touristic market demand by a) identifying potential determinants of the demand; b) creating a model to forecast the variations and future developments in the sector
Formulate a viable and sustainable Master Regional Development Program based around the eco-tourism, agro-tourism and mountain activities’ potential
Prepare Urban Plans for the included units, accompanying the information with a database of information on the necessary tourism infrastructure as well as superstructure
Prepare feasibility studies, detailed designs of interventions and services identified as necessary.
Assignment Start Date and Duration: The overall envisaged period of implementation of the project is 18 months.
Maximum Budget available for the Assignment: The budget or expected staff inputs shall be specified in the Request for Proposal.
The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such determination in the response to the Notice. If any indirect taxes/VAT are payable, the client will have to pay indirect taxes/VAT element to the services directly to the consultant/s unless otherwise agreed.
Funding Source: Western Balkans Investment Framework
Eligibility: There are no eligibility restrictions. However consultant selection and contracting will be subject to availability of funding.
Consultant Profile: The Consultant should have previous experience in the following fields:
- Preparation of tourism development strategies
- Preparation of spatial development plans and design infrastructural interventions.
• The candidate has completed at least (2) two projects (with value of services not less than EUR 1,000,000 in each project) in both the required fields of expertise described above within the (4) four calendar year period prior to the year of closing date for submission of applications, or started such projects no later than 2012.
• The average annual turnover of the candidate in the last (3) three years (2011, 2012 and 2013) must exceed EUR 2 million; and
• The averages of cash and cash equivalents at the beginning and end of year are positive.
Consultants satisfying the above criteria shall be ranked against the same criteria and a maximum of the top six shall be shortlisted.
Status: The ADF now invites eligible consultants to indicate their interest in providing a multidisciplinary team to perform these Services. Interested consultants must provide information indicating that they are qualified to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
The procurement of the services will be subject to the Council of Europe Development Bank’s Guidelines for Procurement of Supplies, Works and Services, September 2011, and will be open to consultants from any country.
The Consultant should submit details of experience or similar assignments undertaken in the previous five years, inclusive of project title; location; contractual role of the firm; the presence of any affiliate or parent companies and their respective roles; start and completion dates; value; name of the Client; Certificates issued by the Client for good completion of the assignment; funding source; objectives and brief narrative description of the project, functions and tasks carried out, including applicable national and/or international codes and standards.
Consultant’s Expressions of Interest must be delivered to the address below by DATE July 7, 2014. Expressions of Interest should not exceed a maximum of 25 pages. 1 original and 1 copy of the above information, in English, should be submitted to the Client in an envelope marked Expression of Interest for Preparation of a Master Plan and Feasibility Study for Communal Infrastructure Works in Albanian Alps Area.
