Kuçi: Valley included in dialogue (Koha Ditore – page 2)
The issue of the three Serb-administered municipalities with Albanian majorities - Presheva, Bujanovc and Medvegja - will be introduced in the Kosovo-Serbia dialogue. Kosovo Deputy Prime Minister Hajredin Kuçi said that advancing the national rights of Albanians living in Serbia will contribute to the normalization of relations between Kosovo and Serbia and to peace and stability in the region.

According to Kuçi, normalizing relations between Kosovo-Serbia cannot be spoken about behind the Albanians’ back in the Valley. “Officially Pristina is interested to improve and normalize the situation of ethnic Albanians in Medvegja, Bujanovc and Preseva, as a condition for normalizing Kosovo-Serbia relations. Without a doubt, the future dialogue on the issue of Albanians from the Preseva Valley will take a rightful place,” said Kuçi.

Vetëvendosje: President clarify yourself (Express – page 5)
Vetëvendosje requested explanations from President Atifete Jahjaga for the meetings she had with illegal structures of Serbia which are established in the north. According to Vetëvendosje the expressed stance through her advisor Ramush Tahiri, is not based in the Constitution of Kosovo. “Serb structures can be lawful only for Serbia, which considers Kosovo its own part, but they cannot be legal for Kosovo. For Kosovo, legal are only institutional structures of Republic of Kosovo, defined with Constitution”, says in the reaction of Vetëvendosje.

Tahiri: Presidency made mistake (Express – front page)
Edita Tahiri rejected the proposal by the Presidency that they should speak with the Serb structures in the north. She said that is the wrong decision and unrealistic to say that Serb parallel structures are legitimate. According to her, the Serb institutions in that part of Kosovo should be dismantled.

Tahiri: IBM agreement finished (Epoka e Re – front page)
The Kosovo head negotiator in the technical dialogue with Serbia, Edita Tahiri, denied that the unsolved Integrated Border Management agreement issue will be discussed on Wednesday in Brussels. “This meeting is a result of what the Serb side has already signed the technical protocol of IBM. Therefore, Wednesday is the meeting of the level of experts for the issue of implementing the agreement for Integrated Border Management,” said Tahiri.

Kosovo needs double criteria for SAA (Koha Ditore – front page)
Minister of European Integration Vlora Çitakuis is expecting to receive a special gift on Wednesday 10 October, her birthday: the publication of the report on the Feasibility Study for Kosovo by the European Commission. Minister Çitaku expects good news for Kosovo and the possibility that Kosovo will begin negotiations that will result in the signing of the Stabilization-Association Agreement with the European Union, which could stabilize countries wishing to join EU.

The possibility for Kosovo to begin negotiations with the EU will not be immediate. According to that what minister has seen, Kosovo will require additional criteria to begin negotiations. “We will have double criteria. Short term criteria, which it needed to be fulfilled to start with the SAA and long term criteria, which is needed to start the negotiations of Stabilization-Association agreement. Everything that it is requested is reforms and if there is a political will, criteria’s can be achieved,” said Çitaku.

PDK: no to early elections; LDK, Vetëvendosje: yes (Koha Ditore – front page)
LDK and the Vetëvendosje movement both expressed readiness to enter early elections independently without completing the elections reform. PDK considers entering early elections as dangerous without completing elections reform because “that could be used as an excuse even if we would have good elections, as it happened in Ferizaj and Kacanik. However, if we have national elections processes with the actual election system, despite the eventual transparency of those elections, that process will be prejudged and fail even without beginning of the process,” said Vlora Çitaku, member of the PDK steering council.

Kosovo’s consular office in Frankfurt vandalized (dailies)
According to staff from the Kosovo consular office in Frankfurt, the Kosovo emblem at the entrance of the office was damaged and an inscription saying “Kosovo is Serbia” was written in Serbian Cyrillic alphabet. Kosovo’s Foreign Ministry condemned and expressed indignation over the act of vandalism.

Daci expected to refuse Isa (Epoka e Re – front page)
According to a source close with the head of LDD, Nexhat Daci is expecting that Isa Mustafa invite him to explain his offer for the union of all parties of the right wing. The source said that it is difficult for Daci to decide about this offer because he promised the head of AAK Ramush Haradinaj that he will continue cooperating with him in the next elections. “Probably, Daci’s answer will be negative,” said the source.
