NAME OF PROJECT:  Revision of the National Biodiversity Strategy and Action Plan including the Fifth National Report to the Convention on Biological Diversity (GEF-RtCs) Grant No. TF 012599
Assignment Title: "Implementation Plans and related activities for the NBSAP”

The Government of Albania has received a grant from the Global Environment Facility (GEF) through IBRD, totaling US$ 220,000, to finance the NBSAP Revision and Update and the 5-th National Report of Albania to the Convention on Biological Diversity (CBD) Project, financing from the World Bank toward the cost of the GEF-RtCs) Grant No. TF 012599, and intends toapply part of the proceeds for consulting services.
 
The consulting services include the elaboration of the implementation of activities identified and formulated in the NBSAP document.
The implementation plan should be elaborated in a narrative as well as matrix format with detailed measures and actions for each activity.
For each measure the complementary cost of implementation should be estimated.
A timeframe table with ranking according to priorities measures and activities will be drafted with concrete plans for short term, medium term and long term timeframes. Approximate timing for the implementation of each measure and accompanying costs will be compiled.
 
 
The implementation period will be three months from the signed date of contract.
 
  • The Ministry of Environment, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:
  • Experience in natural resources management projects at last five years’
  • Working experience related with projects funded by UN agencies, government or universities of at least 5 years. The experiences on  Word Bank and  GEF practice and procedures is an advantage;
  • Working Experiences with governmental and nongovernmental organization;  
  • Thorough knowledge on nature and biodiversity protection policies;
  • The expressions of interest must be  include information on their experience and qualifications, their   experience and competence relevant to the assessment and identification of priorities for biodiversity
 
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest
 
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
 
A Consultant will be selected in accordance with the Selection Based on the Consultants’ Qualifications (CQS) method set out in the Consultant Guidelines.
