OSCE - Call for application “Training of Trainers on anti-corruption and good governance”

The Albanian School of Public Administration (ASPA) in close collaboration with the National Coordinator against Corruption (NCAC), OSCE Presence in Albania (Presence), and the expertise of the Italian National School of Public Administration, is launching a call for Trainer of Trainers on anti-corruption and good governance.The Trainingof Trainers (ToT) will be delivered during March 2016, aiming to build capacities of the public administration to reduce corruption practices.
 
This initiative is part of the extra budgetary project “Support Anti-Corruption Measures in Albania”, which is being implemented by the OSCE Presence in close collaboration with the NCAC and with the support from the Italian Government, EBRD and the Italian National School of Public Administration. The project contributes to the continuous assistance provided by the Presenceto the central and local institutions in promoting good governance and fighting corruption.

The training course will bring together public officials identified in the Albanian public institutions as “actors of change”. These actors will be trained to implement a risk management system.
 
The ToT will be delivered to 25 successful candidates, following an assessment of their capacities to be carried out by ASPA. The successful candidates will form a pool of trainers who will be engaged during 2016 to deliver training on anti-corruption and good-governance at central and local level.
 
This training course will run over a period of 5 business days (six hours per each day) as per ASPA’s annual training calendar. The training will be divided into two sessions: the first session will be held on 9-11 March 2016 and the second session on 29-30 March 2016. The training course will include: 2 days of lectures; 1 day of practical exercise and assignments; 2 days of presentation, analysis and discussion of group work. Home assignments are scheduled between the first 3 days and the last 2 days of the training course.
 
The training course will consist of lecture hours, roundtable/ plenary discussions, workshops, team building activities and practice exercises.The format allows for maximum learning opportunities and networking within a compact amount of time.

  • University degree in law, political sciences, public administration, education/teaching and/or any equivalent field;
  • Experience in education, teaching and public administration;
  • At least 3– 5 years of experience of work in public administration;
  • Previous teaching experience or experience in training delivery;
  • Excellent organizational, communication and interpersonal skills;
  • Very good  skills in both English and Albanian;
  • Good computer skills;
  • Ability to travel;
  • Ability to establish and maintain effective working relations with people of different national, cultural and professional backgrounds and different gender, while maintaining impartiality and objectivity.
