INDIVIDUAL CONSULTING SERVICES: Individual consultant as Environmental Specialist of Water PIU

The Government of Albania (GoA) has received a loan in the amount of 62.5 million Euros financing from the World Bank towards the proposed Albania Water Sector Investment Project (AWSIP), and intends to apply part of the proceeds for consulting services.
 
The consulting services (“the Services”) include
  • The environmental expert will provide assistance on the implementation of environmental safeguards, including screening and mitigation of any environmental impacts of the Project – according to the Albanian legislation and WB Environmental Safeguard Operational Policies;
                                
To achieve the Consultancy’s objective, the Consultant shall, among other things:
  • report on the overall compliance of project investments with environmental safeguards in accordance with the principles, procedures and processes laid down in the Environmental Impact Assessment and Environmental Management Plan.
  • conduct the public consultations of EMPs as per the Environmental Impact Assessment and Environmental Management Plan,
  • assess the potential environmental risks associated with the financed activities and prepare the final report for the implementation of the EMP related to finished activities.
    • support the supervision of EMP implementation.
    • prepare environmental safeguards supervision reports during actual works and once all activities have been finalized
    • support the Bank environmental experts during supervision missions and undertake follow-up actions as necessary
    • ensure that requirements of the EIA and EMP are followed, including that  (semi-annual) updates of environmental chapter are made to reflect changes in the legislation during project implementation;
 
The Consultant is expected to provide the services for a period of three years, from the date of contract signing. The total time required is estimated to 400 working days; however only time effectively spent will be paid.
 
Interested Consultants must provide information indicating that they are qualified to perform the services as CV’s, Description of similar assignments, experience in similar conditions, availability of appropriate skills.
 
The Water PIU in the Ministry of Transport and Infrastructure now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:
 
The consultant should have:
  • very good knowledge on Albanian environmental and specifically EIA legislation and World Bank policies: 
  • Relevant working experience in preparation of the environment safeguard documents mentioned above for the on similar infrastructure projects (min 7 years).
  • Good knowledge on participatory processes and public consultations
  • At least 5 years’ relevant working experience in monitoring of the safeguard policies
  • Good communication skills and knowledge of English language
  • Hold a valid drivers’ license.
 
The attention of interested Consultants is drawn to paragraph 1.9 and 1.11of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (“Consultant Guidelines” dated January 2011), setting forth the World Bank’s policy on conflict of interest and eligibility.
In addition, please refer to the following specific information on conflict of interest related to this assignment:
Bank policy requires that consultants provide professional, objective, and impartial advice and at all times hold the client’s interests paramount, without any consideration for future work, and that in providing advice they avoid conflicts with other assignments and their own corporate interests. Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interest of the Borrower
An Individual Consultant will be selected in accordance with the IC (Individual Consultant) method set out in the Consultant Guidelines.
