Today’s meeting to legalize Serb structures (Koha Ditore)
The paper reports that Kosovo Prime Minister Hashim Thaçi for the first time has admitted on Wednesday that structures of Serbia which until now he called illegal, will be legalized. He said that they will be transformed. Thaçi insisted only on the dismissal of Serb security structures as he talked in front of the Government cabinet about the positions which he will present on Thursday in the meeting with Prime Minister of Serbia, Ivica Dacic.
“We are aiming within a short period of time to achieve the removal of all security structures of Serbia from the north of Kosovo,” said Prime Minister Thaçi. “Afterwards, the transformation of existing structures in the north of Kosovo in the field of education, health, social affairs, into structures of citizens of the north of Kosovo in accordance with the proposal of president Ahtisaari and Kosovo Constitution and the applicable laws”, he said.
PM Thaçi briefed the governing cabinet about the upcoming meeting where he also talked about international support. “We will present our affirmative offer, our European offer, our integrating offer, an offer which will respect the will of the citizens in the north to elect their representatives, their leaders, to build their future based on the advanced criteria for communities”, said Thaçi to the ministers. “These… have almost consensual compliance of the Kosovar political spectrum and the strong support of EU and USA”, he concluded.

Just before travelling to Brussels where he is to meet Serbian Prime Minister Ivica Dacic, Kosovo Prime Minister Hashim Thaçi met representatives of Quint countries in Pristina. The meeting took place behind closed doors and is said to have focused on the upcoming meeting in Brussels.
A press release issued after the meeting claimed that PM Thaçi said that Constitution of Kosovo and its applicable laws as well as the Assembly Resolution for normalizing of relations with Serbia will be respected in entirety by the Kosovo Government. Representatives of Quint countries are reported to have expressed their support for Thaçi in efforts to implement rule of law throughout the territory of Kosovo.

Member of Vetëvendosje movement, Liburn Aliu, said in a press conference that the fact that Prime Minister Hashim Thaçi is going to Brussels on 17 January to negotiate the north without mentioning or conditioning talks with the rights of the Albanians in Preshevë, Bujanoc and Medvegjë, is being ignored.
He added that Pristina kept Albanians there silent for years for the sake of the north and for years Pristina let them hope that if the issue of the north is opened, then this would also be their momentum. According to Vetëvendosje, readiness to go to negotiations for the north without conditions and especially without conditioning them with reciprocity for Albanians in Preshevë, Bujanoc and Medvegjë, is at the same time concession towards Serbia in the north and violation of the rights of Albanians of the Valley.

Irish Prime Minister Enda Kenny stated that the priority of his country during its presidency of European Union will be EU enlargement, including the countries of the Western Balkans. “Our priority during this presidency will be a credible policy of enlargement. We expect to congratulate Croatian population for their full membership on 1 July of this year,” stated Kenny. “During Ireland’s presidency, major decisions can be made also for the Former Yugoslav Republic of Macedonia, Serbia, Albania and Kosovo,” he said.
Freedom House: Kosovo, partly free (dailies)
The recent report of Freedom House over the freedoms in the world again ranked Kosovo among the partly free countries, papers report. Last year Kosovo was also partly free and the assessment on two main pillars, which according to Freedom House determine the freedom of a country, remained identical, grade 5 for political rights and grade 4 for civilian freedoms. The evaluation from 1 to 2.5 applies to countries considered free, 3 to 5 for the partly free countries and from 5.5 to 7 for not free countries.
Agim Çeku joins PDK (dailies)
Minister of the Kosovo Security Force Agim Çeku has given up being head of the Social Democratic Party (PSD) and has joined ranks of Democratic Party of Kosovo (PDK). Though Çeku’s continuation to keep the minister’s post does not present a problem for the PSD, the coalition where his now former party belonged, New Kosovo Coalition (KKR), seems to object him remaining minister.
“This ministry belonged to KKR according to the coalition agreement reached between Pacolli and Thaçi. To this end, Çeku cannot continue to lead this ministry being part of PDK,” said head of the KKR parliamentary group Myzejene Selmani.
KIPRED calls for EULEX’s departure (Zëri)
Pristina-based KIPRED research institute believes that the EU rule-of-law mission in Kosovo (EULEX) should gradually leave as the European Union seems more interested in dialogue between Pristina and Belgrade than on establishing rule of law.
KIPRED researcher Shpend Kursani presented on Wednesday a paper “A comprehensive analysis of EULEX, what next” arguing that the EU is giving more priority to dialogue between Kosovo and Serbia than on combating organized crime.
Kursani said EULEX was constantly criticized for its inability to carry out its objectives and called for the gradual and planned withdrawal of the mission. The paper provides a plan on how EULEX could conclude its activities by the end of 2014.
Kosovo could soon get international prefix (Express)
According to the head of Telecommunications Regulatory Authority (TRA) Ekrem Hoxha, Kosovo could very soon get its own international code and this could either be +383 or +384. This alternative is being viewed as the most suitable option and would be sponsored by European Union. However, the code would be provisional pending Kosovo’s UN membership.
“European Union would facilitate the process of Kosovo’s application if the scenario of getting the +383 or +384 code is pursued which are free codes at the ITU,” said Hoxha.
Hoxha added that the possibility of Kosovo using Albania’s code is not very plausible. “Albania’s code is one of the scenarios. But economically, technically and legally as two states in our projected future it is not an ideal solution,” said Hoxha.

Koha Ditore reports that representatives of the Austrian company OeSD and Ministry of Internal Affairs have given each other a deadline until Thursday at 11:00hrs to reach an agreement of whether they are going to continue with the earlier contract for printing Kosovo passports or if the contract will undergo changes in favor of the producer. Kosovar authorities are insisting that the contract should be respected in the same form as it has been signed while the Austrians don’t want to pay for customs obligations.

Jakup Krasniqi, general secretary of the Democratic Party of Kosovo (PDK), has sent a letter to PDK leader Hashim Thaçi asking him to postpone the party’s general convention until PDK’s principal deputy leader Fatmir Limaj is released from court proceedings, Zëri reports on the front page.
Reliable sources told the paper that in his request to Thaçi, Krasniqi said Limaj does not want the party to give him posts, he is interested in being free, taking part in party elections and getting the post he deserves.
Krasniqi on Wednesday confirmed the request he sent to Thaçi. According to the same source, Krasniqi told Thaçi that if he doesn’t take his request into account he and Limaj could very likely part ways with the PDK.
Political analyst Shkelzen Gashi said Thaçi organized the party elections in a way that relieves him of any possible damages from Krasniqi and Limaj. “I am quite sure that Thaçi will not postpone the party’s general convention … I don’t believe justice is the main reason why he [Limaj] is in prison,” Gashi added.
