Assignment Title: Selection of a Field Engineer
 
This request for expressions of interest follows the General Procurement Notice for this project that appeared in Development Business online No. WB183-01/13, dated January 14, 2013.
The Republic of Albania has received a loan from the World Bank toward the cost of the Albania Water Sector Investment Project (AWSIP), and intends to apply part of the proceeds of the Loan for consulting services for the Selection of a Field Engineer.
The consulting services (“the Services”) include hiring of an individual Consultant as a Field Engineer who will be primarily based in Durrës to oversee and coordinate the project implementation activities, especially construction of especially Durrës Water Supply Network Optimization, Sewerage Intervention, and improvement of water supply conditions in villages along the main water pipeline. The Field Engineer will work on full-time basis, at least 3 days per week in Durres Water Utility, to ensure the coordination with the Utility, Contractor and Supervisor. The implementation period will be approximately 12 months from the Contract signing.
The Water Sector Investment Project now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (CV in English and Albanian languages is required). The shortlisting criteria are:

• Have a relevant university education in civil or water engineering.
• General Experience on the Construction field not less than 10 years.
• Experience in supervision and construction of water supply systems and sewerage networks (min 7 years), working experience in the WB financed project or other international organizations it is a preferable.
• Experience or knowledge as material engineer is preferable.
• Have good knowledge of English and be able to communicate (oral and written) fluently
• Good computer literacy and functional ability in processing of water modeling software's like Water Cad, etc. Good knowledge on AutoCAD and Office programs.
• Sound and good knowledge of Government rules and legal requirements in Albania in related to development permit, design standards and supervision.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 
A Consultant will be selected in accordance with the IC method set out in the Consultant Guidelines.
