Abacus on 2012 shared data related with TV audience only for Tirana area (even why it results that it has not installed any peolte meter in the capital), while now it shares data, which even pretend that covers all the country. Newsbomb.al portal has contacted with Abacus company representatives regardin the details of such measurements and were told that the total amount of the population measured is 2.353.634 people.
But, in fact, it does not result that it has spended any lek for bying and installing of people meters, of the system of the data transfer from any family-sample to the central headquarter of data and for the server of the data’s elaboration.
Shqiptarja.com, investigating on Abacus’s misteries, realised that the company continued to share and produce reports even when, its activity was officaly suspended. From the extract of The National Bussines Center, it results that on April 13th 2012 the Directive Council of Abacus shpk has suspended the company’s activity, and it became again active only on 14.08.2014. In the meantime, even why it was suspended, its activity on the market seems to continue.


In fact, on December 2012, it releases an official report on “the evaluation of the audience, conducted in Tirana on the period from 1 to 20 December 2012”. The report, that pretends to have analized during three months, every day, 24/7, the TV audience of the 764.664 capital inhabitants, were published on the official website of the company, where it can be reached even today.

When a company suspends its activity, it does not exist anymore for all the period when it is suspended and during this period it pays no taxes, employees, do not pays VAT to the state. So, nothing. It does not and cannot legally exercise any activity. So how it’s possible that Abacus, eight months after suspended its activities, shares as it was nothing a report that covers for months of activity?
There are two hypotheses: it could have made a false statement on its suspended activity for avoiding paying taxes to the state, or it could have produced a false report. If the first case is tru, we are in front of a company that have commited tax evasion, while if the second case is tru, we would be in front of a company that deceives. In both cases, it is about a company that risks manipulating the advertisement market, worth tens of milions of euros.
Abacus’s misteries continues
Abacus shpk company was officialy founded on 18.11.2011 with a capital of 100.000 lekë. Showing the procedures it has followed for identifying of families samples, that would have been involved in the audience measurement system, a very important procedure to guarantee the necessary quality of the sample that wold be under monitoring, Abacus shpk on its informative brochure, mentions that:
“In the first phase a face to face interview is conducted (Anketa e Krijimit, ES) every year, based (in the year 2010) on a sample of nearly 5.000 families and using a sample stratified in two phases…” With this, Abacus pretends that has conducted an activity in the year 2010, when it was not founded yet.
But even if we could accept that, one year before it was created, it has conductet these interviews to select a first sample of the population, how it made possible to repeat the interviews in the following years until today, without having any employee in its staff?
It did even more than this
In its own official website, it mentions: “The technological and reasearching system for the measurement of the TV’s audience (TAM) was implemented and testet starting from June 2011 with a panel of the families selected in the Albanian capital, Tirana, from Abacus Sh.p.k”. That means, that Abacus shpk company pretends that it has created, installed and tested the audience measurement system that would have costed a few hundred thousand of euros in June 2011, five months before the company was officaly founded.
And today it pretends that it has installed over 1.000 people meters in the same number of Albanian families, but without explaining where it bought the meters and who were the technicians that installed them, considering that in its own balances it declares that it has no employees and that even it had no cost regarding technology acquisitions.
