REQUEST FOR EXPRESSIONS OF INTEREST FOR PROJECT COORDINATOR
Objective
The objective of the services by the Project Coordinator is to undertake all activities and procedures for the project implementation, monitoring and reporting according to the Loan and Grant Agreement and the applicable World Bank Guidelines for Procurement and Consultant Guidelines (collectively known as “Guidelines”).
The Project Coordinator will be in charge of managing the Project management Team on day to day and He/she will report to the Project Director. She/he will organize, administer and plan the day-to-day coordination and implementation of project activities.
The specific functions and responsibilities of the Project Coordinator –include, but are not limited to:
· Manage the day-to-day implementation of the project by leading the staff of PCU and implementation teams and by exercising technical oversight of specific contracts under the project. Preparation of annual working plans including budget estimates for timely implementation of the Project and submitting it for approval to Project Director and PSC.
· Ensuring effective and timely supervision of specific contracts; identifying technical issues and their effective resolution in coordination with the responsible Government agencies and the Bank. Management and effective supervision of local and foreign consultants, including preparation of monitoring progress on deliverables under consultant contracts and providing feedback as necessary; general coordination of the work of the consultants consistent with the overall project implementation plan. Ensuring effective and timely communication with government and non-government entities/agencies and donors involved and coherence in on-going and planned projects and programs. Ensuring that clear working arrangements are established for collaborating with the Government of Albania on all financial, accounting and procurement matters. This would include agreement on the responsibilities of the PCU on the budget process and release of funds, as well as the financial monitoring of all components. Ensuring prudent management of project funds, including accounting, financial control and audit procedures acceptable to World Bank, as well as the procurement of goods, works and services in accordance with World Bank guidelines. Ensuring that World Bank procedures are fully respected by all the consultants recruited during the project implementation. Etc.
5. Qualifications and Experience
· University degree in economy, natural resources management, forestry, agriculture or environmental engineering;
· Master's degree in natural resources management, forestry, agriculture, environmental sciences, economy or business administration.
· At least 5 years professional experience in the above areas:
· At least 3 years of experience in project management
· Experience of participation and working in multi- disciplinary teams;
· At least 3 years’ experience in national/international agencies projects, preferably World Bank funded projects;
· Good peoples’ and management skills, specifically experience in management of technical staff;
· Excellent command of spoken and written English language; and
· Computer skills, including word processing and spreadsheets.
Duration of assignment
The Project Coordinator is expected to work full time. The contract will be for an initial period of 3 months, renewable for 12 months, based on the satisfactory performance of the incumbent’s duties and responsibilities.

REQUEST FOR EXPRESSIONS OF INTEREST FOR PROCUREMENT SPECIALIST
Objective
The objective of the services by the Procurement Expert is to undertake all activities and procedures for the procurement of goods, works and services according to the Loan and Grant Agreement and the applicable World Bank Guidelines for Procurement and Consultant Guidelines (collectively known as “Guidelines”).
Scope of work
· The Procurement Expert will liaise and coordinate closely with all project beneficiaries in the preparation of procurement documentation and will report to the Project Coordinator and Project Director. Specific responsibilities will include the following:
Ensure that the procurement of goods, works and services in accordance with the World Bank Guidelines for all items and activities financed under the projects, using World Bank Standard Procurement Documents (“SBDs”). This task shall include but not be limited to the following: Preparing and publishing of procurement notices for any procurement category; Drafting of the Bidding Documents and Requests for Proposals and as necessary, submit for the World Bank’s prior review; Preparing of the short list and short listing report and as necessary, submit for the World Bank’s prior review; Participating in contract negotiations for consulting services, by providing and providing guidance to negotiations group on topics which may be negotiated; Assisting the respective implementing agencies in the preparation of all necessary documentation for bid opening, evaluation and award of contract; Updating of Procurement Plan; Preparing the correspondence with bidders/consultants; Advertising of contract awards as required under applicable World Bank guidelines.
§ Work with the concerned technical working groups in the preparation of technical specifications and terms of reference for contracts to be procured under the project in accordance with various procurement methods.
§ Assist the concerned technical working groups and evaluation committees in the evaluation of proposals received, on the bases of criteria stipulated in the bidding documents.
§ Ensure preparation of comprehensive evaluation reports according to the World Bank standard forms and timely transmission of the Bid and Consultant Evaluation Reports to the World Bank for review and no objection.
Qualifications and Experience
· University degree in economics, finance, engineering, accounting , law or any relevant degree or equivalent professional qualification;
· At least 5 years professional experience;
· Experience of participation in multi- disciplinary teams;
· At least 5 years procurement experience in national/international agencies projects, preferably World Bank funded projects;
· Excellent spoken and written English; and
· Computer skills, including word processing and spreadsheets.

REQUEST FOR EXPRESSIONS OF INTEREST FOR FINANCIAL MANAGEMENT SPECIALIST
Scope of work
The Financial Management Specialist will have the overall responsibility for the financial management of the Project. Specific responsibilities will include:
Implement a fully documented and operational accounting and financial management, satisfactory to the World Bank which includes proper accounting procedures and internal controls to ensure that Project assets are properly safeguarded; Updating Financial Management Manual when changes occur, with the supervision of the Finance and Budget director and the Project Coordinator/ Director; Manage financial short and long term planning process of the project; assist the Project Coordinator and Director in the Project financial planning; Liaise with the MOE’ Budget and Finance department that project planning as above mentioned is integrated in MOE planning process
Carry out financial performance review of Project activities, in accordance and in connection with Bank requirements. Review, verify and process for approval all requests for payment for project activities, contractors and consultants, Ensure that payments are made in proper and timely manner, that all sources of financing are available for the project and that the contract payment monitoring function is ensured, working in close collaboration with procurement specialist; Assist MOE in all financial management aspects of the Projects, ensuring that transactions are entered into the recording system in a timely and proper manner, verifying for accuracy and completeness of all transactions, and that updated accounting records are kept, that are essential for promptly producing project financial management reports. Prepare and submit for approval financial reports, budget report, financial projections, cash flow forecast, and all other project reports as requested by World Bank, MOE and MOF. Ensure timely preparation of the interim financial reports and annual financial statements and other reports requested by GoA; and withdrawal applications to the bank, and ensure adherence to all statutory requirements, World Bank guidelines and audit requirements, as further described in the Financial Management Manual; Participate in the preparation of quarterly and annual progress reports; Provides timely inputs to the Project Procurement Specialist for the preparation of contract payments terms, etc. and supervises their conformity with project requirements and budget. Thoroughly reviews financial aspects of all bidding documentation and provides timely comments to the Procurement Specialist prior submission to the World Bank.
Qualifications and Experience
- Have a relevant university degree in accounting, finance or business administration.
- At least 5 years professional experience as financial specialist; Demonstrated experience in financial planning and budgeting, transaction recording and financial reporting process.
- At least 3 years experience in financial management of World Bank funded projects;
- Demonstrated sound and good knowledge of financial and accounting policies, rules and regulations pertaining to international organizations, preferably World Bank;
- Demonstrated sound and good knowledge of Government accounting, financial management systems, and budgeting system, and tax and legal requirements in Albania;
- Excellent spoken and written English;
- Excellent knowledge and skills in computer based financial management system and office applications;
- Proficiency in computer applications like excels spreadsheets and word processing.
