Assignment Title: “Strengthening human and scientific capacity for NAP alignment”

The Government of Albania has received a grant from the Global Environment Facility (GEF) through IBRD, totaling US$ 150,000, to finance the Harmonization of National Action Plan to Combat Desertification in Albania and Preparation of National Report Project, financing from the World Bank toward the cost of the GEF-RtCs) Grant No. TF 013194, and intends to apply part of the proceeds for consulting services.
The consultancy services will consist in Policy and Planning tools assessed and NAP awareness rising concerning actual framework of Albania towards compliance with United Nations Convention to Combat Desertification 10-Year Strategy through providing necessary technical assistance in accordance with the requirements of the alignment process as outlined in the relevant decisions of the UNCCD conference of the Parties (COP). Specific tasks to be performed during this assignment will be training Data users and decision makers in use of indicators, monitoring and data gathering for NAP alignment; establishing a harmonized biophysical and socio-economic baseline and drought warning system; developing and/or reviewing a set of indicators for National Action Plan alignment and implementation taking into account national context; Land Degradation observation sites identified and a monitoring and vulnerability assessment network established and data fed into a national knowledge management system, including relevant local/traditional knowledge.
The implementation period will be 3 months from the signed date of contract.
- The Ministry of Environment, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:
- Working experience related with projects funded by UN agencies, government or universities of at least 5 years. The experiences on Word Bank and GEF practice and procedures is an advantage;
- Working Experiences with governmental institutions and universities;
- Very good knowledge of environmental issues particularly related to UNCCD and CBD and in particular the issues of desertification, land degradation and drought of Albania;
- Experience and expertise in the development of environmental action and programmes;
- The expressions of interest must include information on their experience and qualifications, their experience and competence relevant to the assessment and identification of priorities for Land Degradation.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Selection Based on the Consultants’ Qualifications (CQS) method set out in the Consultant Guidelines.
