This request for expressions of interest is a revision of the request for expression of interest that appeared in Development Business online on 13 October 2014.
 
This request for expressions of interest follows the General Procurement Notice for this project that appeared in Development Business online No. May 25, 2010 and the GPN Update published on December 20, 2012, DB Reference No. WB5260-12/12.
 
The Government of Albania has received financing in the amount of EUR 31 million equivalent from the World Bank toward the cost of the Water Resources and Irrigation Project, and it intends to apply part of the proceeds to consulting services for the Training of Drainage Boards (DBs).
 
The services include capacity strengthening for organizations that provide irrigation services, organization of training programs for irrigation institutions, such as Ministry of Agriculture, Rural Development and Water Administration (MARDWA), Drainage Boards (DBs), Local Governments (LGs) and Water User Organizations (WUOs), and private operators aimed at enhancing their operational efficiency and participatory governance. The assignment is expected to be completed within 3 years starting May 2015. The training will include the following topics: (i) Financial revenue & expenditure management and accounting; (ii) Infrastructure operation and maintenance; (iii) Dam and Flood Protection Works operation and maintenance; (iv) Pumping stations operation and maintenance; (v) Legislation issues; (vi) Management and administration; (vii) Water distribution management and recording; (viii) Participatory training techniques.
 
The Ministry of Agriculture, Rural Development and Water Administration (MARDWA) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
 
Minimum qualification requirements are:
  1. Documents defining the constitution or legal status, place of registration and principal place of  business of the Consultant (Core business and years in business);
  2. Consultants' organization and capacities (technical and managerial organization of the firm);
  3. Experience in similar projects (for every listed project please submit the following information: name of the project, donator/investors, contract value, realization data and contact info from donor/investor side)
  4. Other documents (brochures, description of similar assignments, letters of recommendations, etc.).
 
Assignment is estimated to commence in May 2015.
 
A consultant will be selected in accordance with the Least Cost Selection Procedure set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers edition of January 2011.

Expressions of interest must be delivered to the address below no later than Monday, January 19th, 2014 at 12.00 noon (local time): The expressions of interest (EOIs) already submitted shall remain valid and the consultants do not need to send them again.
