EU to request accountability for non-implementation of agreements (Koha)
Koha Ditore reports that the continuation of the dialogue between Kosovo and Serbia with the facilitation of the EU and the implementation of the agreements, achieved earlier, were the victims of Serbian elections. Many agreements were reached in the past year, that made it possible for Serbia to receive candidate status, but few of them have been implemented. Some citizens were arrested in the territory of Serbia as a result of trusting the agreements had been implemented.

The European Union and the diplomats of member states claim that they have done everything to help Boris Tadic and political parties, which will form the future government in Serbia. Surprisingly, in the EU they don’t have anything against the Serbian Interior Minister, Ivica Dacic, even though they think “he should have not said publicly that he will arrest Albanians. In Brussels they say that “both parties have made mistakes, also Pristina authorities should have not arrested Serb citizens, for only carrying election materials” In Brussels they claim that everything will change after the elections in Serbia and then the EU will request Serbia to entirely implement all the agreements achieved until now.

As far as it concerns the dialogue in Brussels, they don’t know themselves what will happen in the future. One other dilemma about the dialogue is the north. Will another dialogue strictly address the north? The dialogue for the north should take a completely other format and for such a dialogue the Kosovo Government should, according to the international evaluations, reach a wide political and social consensus.

Fate of missing persons will not be addressed in technical dialogue (Koha)
The paper notes that Kosovo chief negotiator Edita Tahiri will have to withdraw from the dialogue with her Serbian counterpart Borislav Stefanovic if she wants to meet the condition of the Kosovo Parliament which stipulates that the dialogue can continue only after light is shed on the fate of missing persons.

Unnamed sources told the paper that the team that facilitates the process of dialogue does not find it necessary to include the fate of missing persons as a topic believing that there is nothing to discuss about the issue.

A senior EU official, who preferred to remain anonymous, told the paper that Tahiri and Stefanovic have nothing to discuss about missing persons but they can exchange information. “There will be no overlapping of dialogue. The fate of missing persons is already discussed in the Working Group for Missing Persons. We don’t find it necessary to duplicate this in technical dialogue,” the source added.

Zbogar: Finish your duties (Express)
The Representative of the European Union in Pristina, Samuel Zbogar, does not agree with the criticism of the Prime Minister of Kosovo, Hashim Thaçi, addressed to Brussels. The Slovenian diplomat said that Kosovo authorities should complete their homework regarding the integration process. Zbogar stated that the EU remains devoted to Kosovo. “Kosovo has a European perspective, and this is practically happening,” said Zbogar. He added that all the promises made to Kosovo will be kept. According to him, Kosovo will receive the guidelines for visas in the spring, even though some discussions among the member countries remain to be held.

Visa regime also for countries that have recognized Kosovo (dailies)
Koha Ditore claims to have secured the list of countries whose citizens will have to apply for entry visa for Kosovo as of 1 January 2013. There are two lists, the first containing 72 countries whose citizens will have to get visas at Kosovo embassies and the second list with 14 countries obliges citizens to purchase visas at Kosovo border points or the airport. The paper adds there are 18 countries under the visa regime that have recognized independence of Kosovo. Citizens of China and Russia will also have to apply for a Kosovo visa.

Epoka e Re also publishes the list of countries whose residents will have to get equipped with Kosovo visa.
Two Albanian journalists attacked by Serbs in the north (Koha Ditore)
Koha Ditore reports that Musa Mustafa, a journalist of Koha Ditore and a journalist from Kosovapress, Alidin Demati, were attacked by a group of Serb citizens in Mitrovica north on Thursday. They were covering a protest of Serbs for the arrest of a Serb by Kosovo Police, suspected of damaging the container of the Kosovo Police at the Three Towers zone about a month ago. The OSCE Mission in Kosovo, the Association of Journalists of Kosovo, the Union of Journalists of Kosovo and the Association of Journalists in Mitrovica have condemned the attack on Musa Mustafa and Alidin Demati, while Kosovo Police announced that it will investigate the circumstances. This daily reports that EULEX and KFOR did not want to make a statement on this case.

Shots fired in the protest against Milkovic’s arrest (Koha Ditore)
The paper reports that shots were heard during a protest against the arrest of Jovica Milkovic in front of the parallel municipality building in Mitrovica north. The protest is reported to have been attended by around 100 Serb citizens while the situation at the Three Towers complex remained tense as the protest prevented free movement of Albanian citizens living in the area.

Milkovic was arrested under the suspicion of being involved in the demolition of a Kosovo Police makeshift checkpoint in the northern part of Mitrovica.

Dick Marty has arrived in Kosovo (Zëri)
Swiss senator and author of the Council of Europe report which accused KLA leaders of being involved in organ trafficking, Dick Marty, has arrived to Kosovo, reports Zëri quoting sources. Marty is in Kosovo to testify in the Medicus case where illegal organ transplants are suspected to have been carried out. International sources expressed surprise at the paper’s inquiry over Marty’s arrival to Kosovo while EULEX spokesperson Bardha Azari said the mission does not have such information. “We have sent an invitation to Mr. Marty through EULEX diplomatic channels to come to Kosovo as a witness on 18 June but we have not received any replies from him yet,” said Azari.

Thaçi fears elections in PDK (Zëri)
Zëri reports on the front page that PDK leaders and members have set aside party elections although they were announced two months ago during a meeting of the party’s managing council. Shemsi Veseli, a member of the PDK chairmanship, said “elections in PDK will certainly be held this year. The date is relative, because we are preoccupied and engaged with many other activities,” he added.

Meanwhile, sources in the PDK told the paper that there is no readiness to hold genuine elections in their party and that this is the reason why they are being postponed. “No one is interested in elections. It seems that the current status quo suits everyone,” added the source.

On the other hand, political analyst Nexhmedin Spahiu believes that Prime Minister Thaçi, who is the leader of the PDK, is aware that internal elections could ruin his predictions and therefore he is using his power to postpone them. “The further he keeps the members from one another, the more he maintains a quiet atmosphere, because he prevents them from meeting and quarreling,” Spahiu added.

Mayoral elections in Kaçanik scheduled for 17 June (dailies)
President of Kosovo Atifete Jahjaga announced that elections for Kaçanik mayor will take place on 17 June. Jahjaga took the decision following consultations with political parties.Jahjaga instructed the Central Elections Commission to undertake all necessary actions for organizing mayoral elections in the municipality of Kaçanik. Parties have yet to announce their candidates.

Pacolli engaged for an economic solution for the north (Epoka e Re)
Epoka e Re reports that First Deputy Prime Minister, Behgjet Pacolli, has called on representatives of Stanford University in the US to engage in drafting an academic memorandum for the recognition of statehood of Kosovo and the formulation of an economic solution for the north.

A press communiqué released from Pacolli’s cabinet reads that the Deputy Prime Minister Pacolli has suggested to the representatives of Stanford University, Science researchers of Hoover Institute, the formulation of an academic memorandum in favor of the further recognition of the state of Kosovo in the entire world and a plan for the integration of minority communities who live inside Kosovo.

This should be according to Pacolli a universal formula that can serve as a model for similar cases in the world. Furthermore, in his referral, Pacolli said that the formula should support the creation of a free economic zone and the establishment inside it of the joint businesses, producing units, which according to him, would make the citizens of this area interested in cooperation, and not the war between themselves. “My formula needs to be enhanced. To integrate with legal elements, to be supported internationally”, said Pacolli.

Topi: Independence of Kosovo brought peace to Balkans (Express)
The President of Albania, Bamir Topi, stated that the Western Balkans has seen positive changes given that all countries aspire to integration in the European Union. “On this occasion, I want to hail the independent state of Kosovo, which in a short period of time has reached positive results in democratic processes and economic reforms, making a direct impact to the peace and security of the region,” said Topi during his speech at the United Nations General Assembly, in New York.

Petrovic: Law on Hoça is good for all communities (Koha Ditore)
Kosovo’s Deputy Prime Minister and Minister for Local Government, Slobodan Petrovic, said on Thursday in Rahovec that the Law on Hoça is good for all communities. Petrovic is the first official of the Kosovo Government to visit Rahovec municipality and Hoça e Madhe almost one month after the law was adopted at the assembly.

“The law on Hoça adopted by the Kosovo Parliament is good, not only for one community, but for the municipality and for Kosovo too. Based on this, we will be seen as a serious and democratic society that respects the values of all communities living in Kosovo. To me, this is very important,” Petrovic said. He also added that the law was also supported by the international community, the government and the assembly.
