1.       This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue no. WB 5415-10/14 of October 27, 2014.
 
2.       The Albanian Government, has received a loan from the International Bank for Reconstruction and Development toward the cost of Power recovery Project Component 3, and it intends to apply part of the proceeds of this loan to payments under the contract for the “Supply and Installation of Transmission Meters/ Data Center”.
 
3.       The Albanian Transmissions System Operator (TSO sh.a.) now invites sealed bids from eligible bidders for “Supply and Installation of Meters and Data Center” which include the following:
 
  • Supply and Installation of 1,067 MV meters including accessories for MV consumers;
 
  • Supply and Installation of 1,167 MV meters including accessories for MV outgoing feeders at the HV/MV substations;
 
  • Supply and Installation of 94 MV meters including accessories for Independent Power Producers;
 
  • Supply and installation of Data Center for 50,000 meter points.
 
The contract is foreseen to be implemented in 32 months for the Effective Date of Contract.
 
4.       Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: “Procurement of Goods, works, and Non-Consulting Services under IBRD Loans and IDA Credits, & Grants by the World Bank Borrowers dated January 2011 and revised on July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
 
The Bidder shall submit with its bid documentary evidence of the tenderer’s qualifications to perform the Contract, if its tender is accepted:
 
To be qualified for award of contract, tenderers must satisfy the following minimum criteria:
 
  • Able to supply the Plant and Equipment in compliance with international standards with a specific established ''Quality Assurance Procedure'' and be certified according to ISO 9001;
  • A minimum, average annual sales turnover for each of the past/last three years of EUR 11.00 million (eleven million Euro) or equivalent;
  • Proven satisfactory experience of at least 2 (two) projects, consisting of engineering, supply, erection and commissioning of energy meters and data centers at substations for System Operators at 35 kV or higher Voltages, as prime contractor within the last ten (10) years, of which:
-      at least one (1) projects must be upgrade or extension
-      at least one (1) project must be for a new metering system
 
5.       Interested eligible bidders may obtain further information from OST/PIU and inspect the bidding documents at the address given below “Autostrada Tirana – Durres, Km 9, Yrshek, Kashar, Tiranë from Monday – Friday 07:30-15:30 CET.
 
A site visit will take place on four weeks before bid opening. All participants at the site visit will must present their authorization from the interested bidder in order to participate.
 
6.       A complete set of bidding documents in English language may be purchased by interested bidders on the submission of a written application to the address below; OST sh.a. “Autostrada Tiranë – Durrës, Km 9, Yrshek, Kashar, Tiranë and upon payment of a nonrefundable fee of 100 (one hundred Euro).The method of payment will be through a direct deposit to the following account number:

Or, upon request the documents will be promptly sent electronically as speeder way (this will be done after having paid the above fee) but a hard copy will be sent anyway to the companies as official document. The Bidding Documents will be sent by Express Courier at the bidder’s expense.
 
7.       Bids must be delivered to the address below on or before 11.00 am (CET) of September 05, 2016. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives at the address below on 11.00 am (CET) of September 05, 2016.
 
All bids must be accompanied by a Bid Security of 270.000 (two hundred seventy thousand) Euro or an equivalent amount in a freely convertible currency.
