
MUNICIPAL MANAGEMENT SPECIALIST POSITION
USAID PLANNING and LOCAL GOVERNANCE PROJECT (PLGP), ALBANIA
The USAID Planning and Local Governance Project in Albania (PLGP) has an immediate opening for a full-time Municipal Management Specialist. The goal of PLGP is to provide technical assistance and training to the Government of Albania (GoA) and to Albanian local government institutions – to help the GoA and local governments successfully implement decentralization legislation, policies and reforms. USAID PLGP is a five year project started in January 2012 and is implemented by Tetra Tech in cooperation with two local subcontractors, Co-Plan and Valu-Add Management Services.
The position requires an individual who is highly technically capable and experienced in provision of training and technical assistance to local governments in areas of municipal services, capital investment plans, local taxes and fees, own source revenues, management of municipal assets, Public Private Partnerships and alternative financing.
This is intended to be a two-year position with a start date of November 2014.
Municipal Management Specialist - Position Requirements
- Bachelor’s Degree in Public Administation, Social Sciences, Economy or related field is required;
- Minimum five (5) years of work experience in local governance related areas;
- Ability to engage and coordinate with project stakeholders at both national and local level;
- Ability to produce high quality reports in both English and Albanian language;
- Fluent knowledge of spoken and written English and Albanian required;
- Ability to work under pressure and cope with deadlines;
- Must be able to work in a multi-cultural environment with sensitivity and respect for diversity;
- Must be capable of working both individually and as part of a team;
- Good written and spoken communications skills; ability to write in a clear and concise manner and to provide detailed explanations orally;
- Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues.
