Media coverage on UN SG Ban Ki-moon’s visit to Kosovo
Koha Ditore reports that UN Secretary-General Ban Ki-moon in his visit to Kosovo will stop at UNMIK but “will not set foot” at Kosovo institutions opting to see the President Atifete Jahjaga and Prime Minister Hashim Thaçi outside the institutions’ facilities. The paper said the decision is due to fear that Ban’s visit may be interpreted as being equal to those he undertook in other former Yugoslav states.

Kosovo not concerned over Nikolic’s threats
Zëri reported that authorities in Pristina don’t feel threatened by a recent statement from Serbian President Tomislav Nikolic who said that if Kosovo authorities intervene with forces in the north they will face an attack from Serbia.Kosovo’s Deputy Prime Minister Hajredin Kuçi said Nikolic’s statement “is a statement from the Milosevic era and one that resembles Cold War logic.”

PDK-AAK coalition in Septembe
The paper reported that the countdown has begun for the current coalition PDK and AKR, where a new government between both political parties is planned to be formed early September. Local and international sources told Koha Ditore that intense meetings will take place over the next few days to prepare for such a coalition. According to unnamed local officials, however, this is being requested by the international community.

Opposition admits blame for Thaçi government’s long life
Koha Ditore reports on the front page that at the end of the spring session of the Kosovo Assembly, the ruling coalition is left with only 59 faithful MPs. The Thaçi government is left to hope that the opposition will not join forces, otherwise it will have a difficult time governing the country until the end of its mandate. Opposition parliamentary groups have only 51 MPs. Together with MPs that don’t have parliamentary groups and some revolted MPs from the ruling coalition, however, they can form a majority in Parliament. There are already 10 MPs that don’t have parliamentary groups.

Thaçi saves Kusari-Lila from dismissal
Koha Ditore reports on the front page that a motion presented at the Kosovo Assembly to dismiss Mimoza Kusari-Lila from the post of Minister of Trade and Industry failed as a result of lack of quorum. The paper notes that Prime Minister Hashim Thaçi contributed directly to the lack of quorum by taking his MPs out of the assembly session. Also the “compromise” solution achieved between parliamentary groups for the annulment of the decision for the customs tax for the import of cement, did not come up for voting. “They fooled us very badly. In the morning they came and asked us not to request the discharge of the minister, but only the annulment of the decision and in some way we agreed. However, we saw that they betrayed us, because when the issue for our request for the annulment of the decision came up, all the deputies of the position left the session, which caused the session not to have enough quorum to vote on the annulment for the decision,” told the newspaper deputies of opposition in anonymity conditions.

Solution for the north needs “political courage” from Pristina
The problem in north Mitrovica should be resolved through dialogue and the military solution should be rejected as a possibility, said NATO Secretary General, Anders Fogh Rasmussen, during his visit in Pristina along with a high delegation of EU officials. After meeting with Prime Minister Hashim Thaçi and Deputy Prime Minister Slobodan Petrovic separately, Rasmussen held a press conference to deliver his message on behalf of NATO. “[The solution for the issue in the north] requires engagement from authorities in Belgrade, but also political courage and commitment from political authorities in Pristina”, said Rasmussen, reiterating that promoting dialogue between Kosovo and Serbia is the only answer.

Kuçi returns to the Government posts
Kosovo Deputy Prime Minister, Hajredin Kuçi, who is also the Minister of Justice, has violated on Tuesday his given promise. He returned to the Government on both posts from which he resigned without the anti-media articles being fully revoked.

US in support of Kosovo and Jahjaga
Republic of Serbia should accept the new reality of Kosovo and the integration of the Serb state in European Union is to depend on the improvement of relations with Kosovo, said the US Assistant Secretary of State for European issues Philip Gordon in Pristina after giving the same message earlier to the President of Serbia, Tomislav Nikolic.

Anti-media articles to be removed from the Penal Code
All dailies report that the Kosovo Assembly on Thursday adopted the bill to annul articles 37, 38 and 39 from the Penal Code of Kosovo. Koha Ditore reports on the front page that the parliamentary group of the Kosovo Democratic Party (PDK) managed to get the support of opposition parties to include the bill for voting with urgency. All parliamentary groups agreed to remove the three disputed articles from the code. The paper further notes that the process will determine the return of Hajredin Kuçi to the government posts he held until June 22nd when he resigned.

Requests to include EULEX in the Constitution
Koha Ditore reports on the front page that countries which supervise Kosovo’s independence have set a condition for the government in Pristina over the conclusion of the supervisory phase of independence: EULEX must remain untouchable. Sources told the paper that internationals have requested for the mandate of EULEX to be incorporated in the Constitution of Kosovo.

Serbs injure over 30 Kosovo policemen in Merdare on Vidovdan
All dailies report on the front pages that over 30 members of Kosovo Police were injured yesterday when groups of Serbs started throwing stones at them in the Merdare border crossing point. According to Kosovo Police, the attack took place outside the control point of Kosovo, close to the border point which separates Kosovo from Serbia.

There is no military solution for the north, only political
Koha Ditore runs a leading front-page interview with NATO Secretary General, Andres Fogh Rasmussen, who pledges to keep the current number of soldiers in Kosovo and that no decision for further downsizing of troops will not be made to harm the security situation. Admitting that the incidents in the north and an impact on delays to reduce troops further, Rasmussen heralded that NATO will be determined on response to those that impede the freedom of movement. He reiterated his opinion that EULEX does not have sufficient resources to commence its job in Kosovo. According to him, a long-term solution is required for the north and an engagement of the most senior political level. “I think that it is important to understand the clear message for all parties in this conflict. The first message is that Kosovo will remain united and its division is completely excluded as a possibility,” Rasmussen said.

AKR requests dismissal of Trade Minister Mimoza Kusari-Lila

“Independent” court and police for the north
Koha Ditore reports that the Kosovo Government and International Civilian Office (ICO) are planning to establish normality in the north through actions in nine different fields. An action plan which the paper claims to have had access to, is expected to help the International Steering Group in the beginning of the next month take the decision for finalizing monitored independence in September.

Dialogue of papers also created concessions
Koha Ditore reports that according to Deputy Prime Minister Edita Tahiri the results from the Pristina-Belgrade dialogue process until now are few papers but the former Foreign Minister, Skënder Hyseni does not think that the technical dialogue has produced only papers. Thaçi dismisses Tahiri from the dialogue
Deputy Prime Minister Edita Tahiri is no longer Kosovo’s representative in dialogue with Serbia, Koha Ditore reports on the front page. The Kosovo chief negotiator was not invited at the meeting with the European Union facilitator of dialogue, Robert Cooper, who visited Pristina yesterday, but instead, the Prime Minister of Kosovo, Hashim Thaçi, was accompanied by European Integration Minister Vlora Çitaku. Sources told the paper this was aimed to show that technical dialogue between Pristina and Belgrade is over, and that Edita Tahiri will not be a representative in the future process.

KFOR increases readiness following grenade attack
After the attack with hand grenades at the border point in Bërnjak, which is at the same time a KFOR improvised base, KFOR has reinforced the number of soldiers and has increased readiness level to its highest point, newspaper sources said. KFOR has also raised its state of readiness at the border point G1 in Jarinje.
