Renewed clash between Krasniqi and PDK membership
Yesterday’s Assembly session, which continued after being halted by Speaker Jakup Krasniqi due to increased police presence in and around the building, saw a clash between senior member of PDK Krasniqi and Interior Minister Bajram Rexhepi, who is one of PDK’s deputy leaders.

PDK’s resolution illegal, AAK’s resolution remains
The two deputy leaders of the Vetëvendosje Movement, Shpend Ahmeti and Glauk Konjufca, claim that the PDK-sponsored resolution for normalizing relations with Serbia is illegal. According to Ahmeti and Konjufca, it conflicts with a previously adopted resolution by the Assembly that conditioned talks with Serbia with resolving the missing persons’ issue.

New agreement
According to an anonymous source from the office of the President of Kosovo, “the American Ambassador in Kosovo, Tracy Ann Jacobson, on 13 October will get together with the main [Kosovo] leaders to discuss the possibility of achieving an agreement in connection with constitutional and election reforms.”

Kuçi: Valley included in dialogue
The issue of the three Serb-administered municipalities with Albanian majorities - Presheva, Bujanovc and Medvegja - will be introduced in the Kosovo-Serbia dialogue. Kosovo Deputy Prime Minister Hajredin Kuçi said that advancing the national rights of Albanians living in Serbia will contribute to the normalization of relations between Kosovo and Serbia and to peace and stability in the region.

Government boycotts Assembly, pushes country into a crisis
The paper writes that the Democratic Party of Kosovo (PDK) is pushing the country towards a new institutional crisis by blocking the work of the Kosovo Assembly. The boycott, triggered by the refusal of Speaker Jakup Krasniqi to breach the work regulation and put to vote the so-called privatisation motion sponsored by PDK, according to the opposition is nothing more than reflection of an institutional crisis following the lifting of supervised independence.

Kosovo Assembly Speaker disputes legitimacy of the Assembly
Kosovo Assembly Speaker Jakup Krasniqi, as Koha Ditore puts it, did not count on personal consequences when on Wednesday he disputed legitimacy of the institution he leads. He chose to be a critic of the processes which he considers damaging for PDK, but also for the country in general. Krasniqi’s fellow party members say that he is not the only “opposition” voice inside PDK but, according to them, not everyone has the courage to say that what they think.

Ban: Maintaining stability important for Kosovo
The Kosovo delegation staying in New York for the UN General Assembly, met UN Secretary-General Ban Ki-moon on Sunday. Kosovo President Atifete Jahjaga said the recent visit of SG Ban to Kosovo was important, adding that Kosovo is a joint success story of both local and international efforts. She also noted that Kosovo institutions have taken on full responsibility of the state after the end of supervised independence and assured that the fundamental principles set forth in the Constitution and Declaration of Independence will be implemented for all communities.

Early elections in spring
Koha Ditore reports on the front page that senior PDK officials and foreign diplomats in Kosovo are favoring the option of early elections versus the restructuring of the ruling coalition. Sources inside the PDK said that in the last days there has been serious discussion over the possibility of holding early presidential elections and general elections in spring next year. There is also a possibility that local elections, scheduled for autumn 2013, will be held at the same time as presidential and parliamentary elections.

Ahtisaari: Not my fault Serbia lost Kosovo
Former envoy of UN Secretary General in negotiations for the status of Kosovo, Martti Ahtisaari, said he is not guilty that Serbia lost the “right” to govern Kosovo. “I don’t feel any guilt, and why? The question is similar to that – if Russia should have influence on Finland? No. Both countries are independent and they should behave like that. Even when certain things happen. Serbia has lost the right to govern Kosovo”, Ahtisaari told the Serb newspaper Vesti, which is published in Frankfurt.

Pacolli: Haraqija asked me to give him €3.6 million
Kosovo’s Deputy Prime Minister Behgjet Pacolli confirmed that Astrit Haraqija asked him to give him €3.6 million to help him with the issue of Grand Hotel. Pacolli however tried to excuse MPs Ukë Rugova and Naser Osmani and businessman Gazmend Abrashi from the affair.

EULEX arrests Sami Hamiti and two businessmen
Papers report that EULEX Police has undertaken an operation that resulted in the arrest of the head of Pristina’s municipal assembly Sami Hamiti and of two Kosovo businessmen Agim Ademi and Muharrem Rama. The arrest is reported to have been done on corruption and extortion charges.

Martti Ahtisaari, international facilitator who proposed Kosovo’s independence as a solution for the status, is happy with the phase of the end of supervised independence for Kosovo and says now a new phase that calls for more local engagement begins.

Full independence declared
According to all dailies, Kosovo is no longer internationally supervised. As of Monday afternoon, foreigners no longer act with supreme decision-making authority for Kosovo and there are no documents with judicial weight in the Assembly. The International Steering Group has declared the end of supervised independence of Kosovo and the end of the International Civilian Representatives’ mandate. However, only Prime Minister Hashim Thaçi said that the Ahtisaari Package has been entirely fulfilled. Local and international authorities have “played the game of table tennis,” holding each other responsible with respect to the Ahtisaari Package’s non fulfillment in the Serb-inhabited north.

Supervision of Kosovo’s independence to end today
Papers anticipate the International Steering Group’s decision today to end supervision of Kosovo’s independence. The ISG is set to meet in Pristina and declare the end of supervision, which will be announced afterwards at a press conference expected to take place at around 3 p.m. by Prime Minister Hashim Thaçi and International Civilian Representative Pieter Feith.
