World Vision started its work in Albania and Kosovo in 1999 and 1998 respectively, as an emergency response to aid persons displaced by Kosovo’s war. World Vision’s emergency relief operations have gradually transitioned into sustainable development programs in 10 areas in Albania to improve the well-being of children, their families and communities and in peace building, Kosovo.

Purpose of the position:
The Administration Department helps WV offices implement their programs and field operations. It mainly focuses on the delivery of procurement services, and also makes sure that the internal operations and business functions of the organization are running properly as they should. Its activity is directly linked to organizing and supervising all of the administrative activities that facilitate the smooth running of the National Office.
The purpose of this position is to lead, plan, direct and coordinate a wide range of support services to WV Albania offices. To organize and supervise all of the administrative activities that facilitates day-to-day businesses of the National Office. Carry out a range of administrative tasks which support operations by planning, organizing and implementing administrative policies and systems.
Major Responsibilities:
This role has overall responsibility and supervision for all WV procurement and other activities which include:
- The effective development, implementation and maintenance of administrative policies and systems
- Coordination, advise and monitor training of staff in National Office and Zonal offices regarding administrative and procurement policies and procedures
- Review, supervise, and sign all administration related tenders with supply companies and individual service providers
- Supervise and monitor WV vehicle usage and maintenance costs
- Supervise the GIK (gifts in kind) procedures and distributions to Area Development Programs/Partners
- Supervision and coordination of visas, hotel reservations, transportation for WV staff and visitors
- Management of WVA office and security procedures
- Management of WVA HEA response in times of need
- Select, train, motivate and supervise all administration staff
- Degree in Management, Business Administration or Finance with at least 3 years working experience in a development or marketing position
- Strong organizational and management skills
- Able to work multifunctional tasks in the pressure of time and within organization’s procedures
- Cross cultural sensitivity, flexible, emotional maturity and physical stamina
- Creative and able to apply innovative thinking, negotiation and problem solving skills
- Very good communication and good analytical and report writing skills
- Hold values of integrity, trust and confidentiality
- Able to speak and write with a high standard of English
- Strong computer skills including Word, Excel, PowerPoint
