An agreement between Kosovo and Serbia seems less likely and while Baroness Catherine Ashton will travel to Belgrade soon to convince the Serbian side to sign the agreement, Serbia’s Prime Minister Ivica Dacic says Belgrade has not changed its position.

Serbia refuses the agreement, requests more negotiations
Papers report today that Serbia has refused the agreement with Kosovo facilitated by European Union. Such a move is considered to damage the hopes of Belgrade for the start of talks for membership in the EU, reports Reuters from Serb capital. At the same time, the ruling coalition in Serbia called for “urgent” continuation of talks with Kosovo to achieve an agreement.

Pristina expects Belgrade to accept the agreement
Koha Ditore reports that Pristina is waiting for Belgrade to say “yes” this week to the agreement for the north of Kosovo. Deputy Prime Minister, Hajredin Kuçi, said on Sunday that Kosovo is expecting Belgrade to reflect positively in connection with the offered agreement. “Kosovo will be engaged in order for the agreement to be achieved and after the issues about this are clarified, we will have other plans for extending rule of law. We are now focused only in the achievement of the agreement, and then we will try to act also with other plans,” said Kuçi when asked if Pristina is considering intervention in the north through security mechanisms.

Thaçi ready for agreement
Prime Minister of Kosovo Hashim Thaçi in a meeting with his cabinet ministers said he hoped there will be a stepped-up effort in the coming days from all relevant actors to secure an agreement between Kosovo and Serbia on issues discussed over the last six months.

Police and courts, main obstacles of the agreement
Two days after the eighth round of talks between Kosovo and Serbia which did not result in an agreement for the north and the normalization of relations between two parties, in Brussels and few other European countries there is still hope that Serbia will send a positive message that it is ready to accept the last version of a set of proposals from the dialogue process.

Thaçi: We said yes to the document since 4 March
Koha Ditore reports that one draft document for the normalization of relations between Kosovo and Serbia, sponsored from official Brussels, has been presented to the parties few days ago and according to Prime Minister of Kosovo, Hashim Thaçi, Pristina said yes to this document.

Prime Minister Thaçi believes in an agreement with Serbia
Kosovo Prime Minister, Hashim Thaçi, travelled on Monday to Brussels believing that his Serb counterpart, Ivica Dacic, will accept the agreement in the eighth meeting between them facilitated by EU High Representative for Foreign Policy and Security, Catherine Ashton. According to Thaçi, the eventual agreement between Kosovo and Serbia will not only help in normalization of neighborly relations between the two countries but will also provide a drive to EU integrations.

Thaçi: Serbia to give up causing tensions
In the UN Security Council session, Prime Minister of Kosovo Hashim Thaçi asked Serbia to stop causing new tensions and not demand autonomy for the north and directly accused Belgrade of standing behind incidents in the north of Kosovo. Thaçi recalled that there have been at least twenty security incidents in the north over the last three months targeting staff of the Kosovo Government Administrative Office in the north.

Jacobson: Association in harmony with Constitution
US Ambassador to Kosovo Tracey Ann Jacobson expressed full support to the Kosovo-Serbia dialogue and noted that association of municipalities with Serb majority will be in accordance to the Constitution of Kosovo. “We have heard quite clearly what the Government and the Prime Minister of Kosovo said. It will not have executive powers or direct elections,” Jacobson told Radio Free Europe.
