Government admits it will discuss north
Kosovo Government officials admitted that the north will be a dialogue topic between Pristina and Belgrade. After the regular meeting of the government cabinet, Deputy Prime Minister Hajredin Kuçi said the north will be discussed with Serbian Prime Minister Ivica Dacic in the context of forcing the neighboring country to stop interfering in that part of Kosovo and stop funding illegal structures. “There will be talks on how to remove parallel structures and how to help the Serb population realize the reality that Kosovo is independent,” said Kuçi.

Economic offer instead of platform for the north
In a front-page report, Kosovo’s Prime Minister Hashim Thaçi will present an economic offer for the citizens of the northern part of Kosovo in his upcoming meeting with Serbian Prime Minister Ivica Dacic. The offer, which foresees the establishment of a fund for the north in exchange for ending the funding for structures in the north by Serbia, was presented several months ago to Western diplomats. The offer was also presented to the office of EU High Representative Catherine Ashton.

The north on the table for dialogue
One month before Kosovo marks its fifth anniversary as a state, Prime Minister Hashim Thaçi and Serbian Prime Minister Ivica Dacic will meet in Brussels on 17 January to talk about the north. The meeting facilitated by Baroness Catherine Ashton will mark the Kosovo Government’s indirect but first recognition that the north is different and its authorities, in practice, are institutions of Serbia. International analysts and diplomats have spoken about autonomy for many years, in which the north will be left as part of Kosovo, but this territory will be treated differently from other parts. According to diplomats, this is the reality in the field.

No coalition before February
The frequently mentioned coalition between the Democratic Party of Kosovo (PDK) and the Alliance for the Future of Kosovo (AAK) could be “crowned” only after internal elections in the PDK, Zeri reports. Despite earlier statements by AAK leader Ramush Haradinaj that the coalition with PDK would be made official after New Year holidays, this does not seem likely at least not before the end of January or early February.

Negotiations for SAA not before autumn
Sources told the paper that negotiations on the Stabilisation and Association Agreement between EU and Kosovo are not likely to start before autumn. “Negotiations will not begin by that time either if Kosovo fails to do its homework,” the source said.

Ashton: On January 17, dialogue to include talks on the north
In a front-page interview, European Union High Representative Catherine Ashton, who is facilitating political dialogue between Kosovo and Serbia, announced that the January 17 meeting between Kosovo Prime Minister Hashim Thaçi and his Serbian counterpart Ivica Dacic will discuss the northern part of Kosovo.

Hoxhaj: RKS rep in Belgrade with diplomatic immunity
Foreign Minister Enver Hoxhaj told Deutsche Welle that the Kosovo Government insists that its Belgrade representative enjoy diplomatic immunity. “We are working intensively for the Republic of Kosovo to have its ambassador to the Republic of Serbia and for Kosovo’s representation in Belgrade to be a liaison office of the Republic of Kosovo. This will be its official name and we expect Serbia to also appoint its representative to Kosovo,” said Hoxhaj.

Special arrangement at Dheu i Bardhe and Bernjak too
Kosovo and Serbian authorities have made all necessary preparations for December 31 when they will start implementing the agreement reached by Prime Ministers Hashim Thaci and Ivica Dacic for another two border crossings, Bernjak and Dheu i Bardhe, Koha Ditore reports on the front page. Just like in Jarinje and Merdare, a special arrangement will be applied at Bernjak and Dheu i Bardhe. The arrangement is different from the general criteria of integrated border management. European officials working in Kosovo admitted for the newspaper that the arrangement is not integrated border management because it does not implement this program’s criteria. They however said that the current arrangement helps stop smuggling in the north and avoids long queues for citizens from both sides. According to the current arrangement, Kosovo and Serbian officials will not be instructed to communicate, conduct joint patrols, or exchange information.

Appointment of Kosovo’s representative to Belgrade postponed
Kosovo and Serbia will end 2012 without appointing its representatives to their respective capitals. Governments of both countries have failed to fulfill Baroness Ashton and many European diplomats’ expectations, which expressed hopes that the latest achievement in the agreement between the two prime ministers would be implemented by the end of 2012.

Thaçi: IBM to be “expanded” on 31 Decembe
Prime Minister of Kosovo Hashim Thaçi said that implementation of the agreement on Integrated Border Management, IBM, is going as planned in the two border points in the north while as of 31 December, the agreement will expand and include additional border crossings of Bërnjak and Dheu i Bardhë.

Jahjaga supports Thaci for agreements with Serbia
All dailies cover yesterday’s meeting between Kosovo President Atifete Jahjaga and Prime Minister Hashim Thaci about the process of dialogue and the agenda of upcoming talks with Serbia. The Office of the President issued a press release saying that Thaci thanked Jahjaga for her support to the process of dialogue, for her unifying role in the process, for appointing Blerim Shala as political coordinator whose goal is to approximate the positions of the entire political landscape in Kosovo. Jahjaga expressed support for the work of the government and the prime minister to reach concrete agreements between the Republic of Kosovo and the Republic of Serbia, especially on integrated border management, with which both countries achieve an important European standard on the path toward EU integration.

Haradinaj: I have enough votes for prime ministe
In an interview for the paper, AAK leader Ramush Haradinaj said he made an offer to PDK leader Hashim Thaçi for a coalition. He said if AAK’s offer is not accepted, he will nevertheless continue to provide support for important processes in which Kosovo is going through.

Pristina and Belgrade to discuss creation of a fund for the north
Prime Minister of Kosovo Hashim Thaçi and Serbia’s Ivica Dacic are expected to discuss the possibility of setting up a fund for the north of Kosovo in their upcoming meeting on 17 January. The fund would consist of economic investments that the Government of Kosovo plans for the north, percentage of customs fees from the border crossings in the north, funds that international community will invest in the north as well as those that will be pledged by Serbia. Furthermore, the fund would be controlled by the Government of Kosovo and the EU.

PDK’s powerful officials elected through acclamation
In municipalities where “powerful” people from PDK have been running for heads of branches, there were no counter-candidates and they were elected through acclamation. However, this seems not to be the case with the party’s branch in Pristina where three are running: Lirak Çelaj, Shemsi Veseli, and Memli Krasniqi.

Platform: Autonomy with territory, parliament, government, police
In a front-page report, Belgrade raised tensions in the dialogue process on Wednesday by putting the conditions and requests for autonomy for Kosovo on paper. Belgrade aims to fulfill these goals through political dialogue in Brussels and this will lead to the creation of a new entity for all Kosovo Serbs who will have a high level of territorial and political independence from Pristina, similar to the Serbian Republic in Bosnia and Herzegovina.

Serbia wants Serb republic in north
Belgrade-based daily Vecernje Novosti revealed details of a platform on Kosovo that Serbian leaders discussed last Sunday where. According to this platform, Serbia would not recognize Kosovo’s independence even after the agreement, but would withdraw its structures from the north if it receives guarantees that the northern municipalities would get the status of a special entity, similar to the Serbian Republic in Bosnia and Herzegovina. Serbian leaders are expected to announce their position on autonomy next week.
